Bill Sands has conjectured that for no integer n ≥ 3 does there exist a vector of n integers whose dot products with all permutations of (1, . . . , n) form a complete residue system mod n!. In this paper we verify this conjecture when n + 1 is not prime, n = 4, and n = 6. We also suggest a generalization of the problem.
